Vince's little gang is blocking the passage to western part of Junkyard slums, where the [[United Stations Embassy]] is, demanding payment of 5 charons to pass.

Skilled burglars may bypass him by lockpicking and sneaking their way through one of the shacks, but others will have to deal with him, either by paying, talking their way inside or by more violent means. With a high enough Stealth skill, he can be walked past.
