Blaine is a former scrapper in hiding. He is a friend of Old Jonas.
He runs a "specialty shop" in the tunnels under Lower Underrail. You need to know a special passcode to the intercom to enter his shop. The passcode can be acquired during the Find Blaine sidequest with Jonas' advice (if you pass a persuasion check) or by buying the info from Katherine in Junkyard slums.
