High Density Foam Padding is a type of padding.
It slightly increases mechanical resistance (+1% per 40 quality on leather armor) and also increases armor penalty by a set amount. When used on leather armor, it also provides 12% plus 0.15*quality (but at minimum 15%) increased mechanical damage resistance and threshold against melee attacks.
