Found inside a footlocker on a table in one of the mutie-filled rooms in the east part of lower Old Junkyard.
If used at the console inside a security room in east upper Depot A, it allows you to unlock two routes:
- Gate between east and north sections of upper Depot A
- Doors between west and east lower sections of Depot A
