Wallace Steel was a young anarchist and founder of the Free Drone movement he started 11-12 years ago as a response to the Protectorate's takeover in North Underrail. Although he was soon imprisoned and executed, his movement survives to this day.

His last name is a reference to the Georgian partisan leader and national hero Kaikhosro "Kakutsa" Cholokashvili.
