It's a Coretech CT R2WP-4 two-way, four-channel, waterproof radio. As the preferred communication device of Underrail ferrymen and jetters it has earned itself the nickname floatie-talkie due to its useful inability to sink. You found this on one of the technicians at the Black Sea Expedition camp.

Use: Activate the communication device.

Cannot be used in combat
