Generic Protectorate footsoldiers. They are pretty tough, being level 20 and wearing metal armor, usually armed with assault rifles and most of them also have Shield Emitters.
They can be found guarding United Stations Embassy in west Junkyard slums and South Railroad Outpost immediately above it. Some also join the gang showdown against Scrappers, if the player chooses to side with the Protectorate.
