Scum Hunter is a character you can meet in a random event, one of the four gangsters hired by Daniel Arda to get revenge on you for exposing the truth about the combat drug Hercules. He wields a crossbow, and carries some throwing nets, flashbangs, flares, burrower poison and Mk II shock bolts.
