It's a special airburst capable scope that is able to time grenades to explode before surface impact.

The Airburst Scope is a component for grenade launchers which primarily provides the unique ability for grenades to detonate above water. Under normal circumstances grenades will simply make a light splash if they veer off course and land in a water tile.
In addition the scope provides the weapon with +5% precision at the cost of increasing the weapon's close quarters penalty by 10%.

Only one type of scope may be attached to a weapon.
