You can create a special 40mm high-explosive tandem-charge rocket by fashioning it from steel and filling it with an appropriate amount of TNT and hexogen, along with rocket propellant. You'll also need some mechanism to trigger the secondary fuse. Crossbow bolt triggers are commonly used for this purpose as they are cheap and plentiful.
