Collar of Misery is an unique combat utility item.
Location
Found in the Core City Office Building in the secret floor. To get access to the floor player needs to open a locked room in the second office floor (100 Hacking) and inspect an unmarked pile of papers below the desk. They will contain a code that can be used to access the secret floor through the elevator.
