Clifton is the commanding officer of South Railroad Outpost. Usually first met when searching for the lost train that was on its way to Rail Crossing from the outpost.
Player interactions
He doesn't offer much information to the player and tells you to stay away from Protectorate's business, but matters related to Protectorate in south Lower Underrail can be reported to him nonetheless.
