Ask Dan to tell you something about Foundry and the next time you talk to him he'll reveal to you that Kevin sells weaponry.
Talk with one of the random Foundry Guards in Foundry. You need to solve certain problem first in order to be told.
Read his entry in Oculus

However, you need Mercantile skill of 10, or Persuasion skill of 30 to access Kevin's shop.
