Dockmaster Silas in Junkyard docks will give you a simple debt collection job. The debtor is Grover, and if he can't pay, you are to bring Silas his head.
Objectives
- Find Grover in his shack north of the tavern and next to Len's shop and collect his debt to Dockmaster Silas or his head

You could simply pay Grover's debt yourself if you wish.
If you ask Grover about it you'll learn that he has no money, but if successfully indimitated or attacked, he will tell you he knows a way to get the money, which leads to optional Grover vs Treasa showdown.
