NOTE: If you complete this quest before finishing Find Blaine quest, you cannot do the last quests for Black Eels!

Blaine can be found in his shop if you've visited it before, during Find Blaine quest or otherwise. As of version 1.0.1.4 you can kill Blaine with a Toxic Gas Grenade because throwing it somehow does not provoke him and his guards.
