You get this as your next mission objective when you witness the Tchortists' stealing the cube from Coretech Research Facility during any of the Core City oligarch questlines.
You may return to SGS and inform Tanner that the Tchortists stole the cube, but it is not strictly necessary.

Make your way to the Institute of Tchort in Upper Underrail. A cutscene should trigger when you enter the courtyard. Talk to Efreitor Denzil and he'll give you a task to return the Reaching Man from lunatics. Once you return the metal figurine and pass an interview, you're free to enter the Institute.
