Meet Gorsky in the Core City. Look for him in the Hardcore City Bar.

Walkthrough

Find your way to the Hardcore City Bar on Core City's middle level.

Ask the barkeep Gene about Gorsky and he will give you Hardcore City Bar backdoor key (Core City).

Then simply head north towards the bar's back door and meet Gorsky inside.
