Balor is the leader of Ironhead bandits. He can be found in the southeast area of the Ironhead base situated Warehouse Block Beta.
He's a strong, tough combatant. Clad in full metal armor, carrying a shield emitter and wielding an assault rifle and a sledgehammer.
